Baxlaou Republic Law Book Section 1. Laws Law 1. Obey the laws of the country in which you reside Penalty: If you break a major law, your citizenship will be annulled. Law 2. Do not discriminate, harass, abuse or treat others unequally based on their race, gender, sexuality or religion. Penalty: Suspension of citizenship or payment of fine. Law 3. Do not deface or vandalise any Baxlaou sovereign insignia or national symbols, including currency, flags, monuments and official regalia. Penalty: Payment of fine. Law 4. Treat all living creatures with fairness, kindness and respect. Penalty: Community service Law 5. A positive attitude towards learning and education. Penalty: Community service Section 2. Penalties and Enforcement Penalties may include fines and community service. Penalties should reflect the severity of the crime and are determined through a bartering and honesty system. Any dispute will be referred to the Citizen’s Council. If the crime requires a fine, the citizen who committed the crime should identify what they have done to break the law and should nominate an amount of money to be donated to the treasury, based on the severity of the crime and their ability to donate. If the crime requires community service, they should nominate a possible activity in their area, based on their ability and the severity of their crime. The citizen should provide proof of their completion of the activity. |

Baxlaou Republic Citizens’ Council
The Citizen's Council is the Baxlan Government, which all citizens with the right mindset and motives can participate in. This council represents a form of direct democracy and engagement in civic life in Baxlaou. Any citizen can propose new ministries within the government. These may be endorsed by the Citizen’s Council, depending on the need of the new ministry. The Citizens’ Council contains three sections, or ‘rings’. These are the Outer ring, whose job is to find work for the Middle ring, which contains ministries for different things, such as health or law enforcement. These ministries will manage things related to them. Finally, there is an inner ring, named the Executive Cabinet, which administrates the Citizens’ Council. The advisors of the Council work in this section, and work on laws, or veto them. The Outer and Middle rings of the Citizens’ Council will formulate laws to be submitted to the Executive Cabinet through consensus. Laws that are made by the Citizens’ Council will not be in force until approved by the Executive Cabinet. The advisors can vote to veto any law submitted by the Citizen's Council, with the majority vote winning. The Citizens’ Council contains a Head of State, whose role is to act as a figurehead for the Baxlaou Republic, as well as putting out a sense of safety and security, and being a role model for the whole of the Baxlaou Republic. The Head of State is a part of the Executive Cabinet. |
